Legislative Program

In Washington, D.C., IEC has a dynamic legislative program covering a wide range of issues while providing a strong presence and unified voice on Capitol Hill. As a member, you can read about IEC's monitoring and lobbying activities at the Federal level where your representatives are hard at work representing your interests. Some of the work they do includes:

  • Monitoring the regulatory activities of seven Federal Departments and 12 Federal Agencies

  • Staying on top of the legislative activities of 17 full committees and 27 sub-committees in the U.S. Congress.

Additionally, your local representatives are monitoring activities at the Missouri and Kansas state levels, acting as your voice for fair treatment of the Independent Electrical Contractor.

Some of the important issues that impact your business that IEC is involved in include:

  • Training and Education Issues

  • Working to pass amendments to the National Labor Relations Act to protect the "Open Shop" philosophy and the right to work, and stop Union "salting" abuses.

  • Raising the jurisdictional threshold of the National Labor Relations Board.

  • Active lobbying campaigns on regulatory issues that positively and negatively effect your business.

  • Monitoring state legislative activity and working closely with each IEC state chapter, focusing on Project Labor Agreements, Utility Deregulation, Apprentice Ratios, and Codes and Standards.

Some of IEC's successes

  • IEC was instrumental in passing H.R. 1441, the Truth in Employment Act of 1999 out of its subcommittee, Employer and Employee Relations.

  • More than 200 IEC members participated in the 1999 Legislative Conference. IEC members made more than 1,000 appointments on Capitol Hill.

  • The IEC Good Government Political Action Committee raised more than $145,000 in 1998-99. The IEC-PAC contributed more than $125,000 to House and Senate incumbents and challenger candidates for Congressional elections.

  • IEC worked to pass NLRB Jurisdictional Threshold language (H.R. 1620) in the House Appropriations Committee.

  • IEC was instrumental in a coalition working to cut the NLRB's budget by $11.7 million in FY2000.

  • IEC was a key member of the Construction Coalition that worked to pass H.R. 1987, the Attorney's Fees bill in committee and on the House floor.
